Here is the short answer: replacing the shingles on your Collingwood home, like for like, does not require a building permit. The Town of Collingwood lists “replacing roofing or shingles” as exempt, and the Town of The Blue Mountains exempts “replacing existing roofing material provided no structural work is required.” That proviso in the second one is doing a lot of work, and it is where homeowners get caught. What Collingwood’s rules actually say
The Town of Collingwood publishes a plain list of what needs a permit and what does not. On the exempt side: replacing roofing or shingles, general maintenance and repairs, and window or door swaps. On the permit side: adding, removing, or altering a structural wall or column, building additions, dormers, and replacing exterior wall cladding.
Read those two lists together and the logic is clear. Stripping old shingles and installing new ones is maintenance. Changing what holds the roof up, or cutting new openings in it, is construction.
Two Collingwood-specific wrinkles worth knowing:
- Heritage properties. If your home sits in the Downtown Collingwood Heritage Conservation District or carries a heritage designation, exterior work can require a Minor Heritage Permit even when no building permit applies. Call before you book the crew.

The Blue Mountains: same idea, sharper wording
The Town of The Blue Mountains exempts roofing replacement “provided no structural work is required,” which is the honest version of the rule everywhere. Their building department runs applications through Cloudpermit and answers permit questions at 519-599-3131 ext. 239, from the Thornbury office.
That structural proviso matters more here than most owners expect. Chalets and older cottages along the escarpment often hide sagging rafters, undersized framing from decades-old additions, or roof decks that have been wet for years. A job quoted as a simple re-shingle can become structural the day of tear-off.
When a roof job does need a permit
In practice, these are the situations that move a Collingwood or Blue Mountains roof job from exempt to permitted:
- Widespread deck or sheathing replacement. Swapping a few rotten plywood sheets during tear-off is repair. Replacing large sections of the roof deck is altering the structure. The line between the two is a judgment call, and the building department, not the roofer, is the one who gets to make it.
- Structural repairs. Sistering rafters, replacing a damaged truss, or reinforcing framing after a heavy snow load all involve structural members.
